The Permian Basin Healthcare Vision plan also involves bringing in Texas Tech Health Science Center into the fold. Any attempt to centralized healthcare would have a negative economic impact in Odessa and Ector County.

Midland Memorial Hospital would possibly close as a hospital and repurposed as an emergency medical facility. The Permian Basin Healthcare Vision also includes the UTPB MASTER PLAN, that shows drawings of an expansion and development, possibly on property east of 1788 near the UTPB ENGINEERING BUILDING and The Wagnor Noel Performing Arts Center in Midland County.
